#1 Federal
Cash Transfers
Be
it resolved that members of the Community Health Services
(Saskatoon) Association call upon the Government of Canada to:
-
restore
federal cash transfers to the provinces and territories to at least
25% of total health care costs;
-
maintain
this share over time; and
-
attach
strings and conditions so that the money goes to public health care
and is not used to pay for provincial tax cuts.

Resolution
#2 Enforcement of Canada Health Act
Be
it resolved that members of the Community Health Services
(Saskatoon) Association Ltd, call upon the Government of Canada to:
-
enforce
the five criteria of the Canada Health Act (public administration, comprehensiveness,
universality, portability and accessibility) and the conditions which
prohibit extra-billing and user fees; and
-
correct
deficiencies in monitoring compliance and in enforcing compliance and
in reporting to Parliament.

Resolution
#3 National Pharmaceutical Strategy
Be
it resolved that members of the Community Health Services (Saskatoon)
Association Ltd. call upon the Government of Canada to co-ordinate a
national pharmaceutical strategy which must include:
-
cost
controls;
-
a
public drug information system;
-
improved
access to generic alternatives;
-
enforcing
the ban on direct-to-consumer advertising; and
-
effective
monitoring of adverse drug reactions.

Resolution
#4 Protection from Free Trade
Be
it resolved that members of the Community Health Services
(Saskatoon) Association Ltd. call upon the Government of Canada to protect
Canada's health system from trade agreements by negotiating a general
exclusion in the trade agreements for health services and health
insurance.

Resolution
#5 Opposing Public Private Partnerships
Be
it resolved that members of the Community Health Services
(Saskatoon) Association Ltd. call upon the Government of Saskatchewan to:
-
maintain
a policy of opposing public private partnerships in the provision of
hospitals, clinical and diagnostic services (including MRI's and CT
scans); and
-
to
declare a moratorium on further expansion of for-profit investor-owned
long term care and outsourcing ancillary health services in hospitals
that have an impact on patient safety and health such as housekeeping,
laundry and food delivery.

Resolution
#6 Fee Increases for Podiatry
Be
it resolved that the government move to phase in fee increases
for podiatry over a number of years. (Fee increase should be phased
in rather than a one-time increase from $10 to $30).
And
further be it resolved that the province ensure that those who are
unable to afford fee increases for podiatry, be provided with
subsidization of support in some form to ensure that they will not be
denied essential medical services.

Resolution
#7 New Maximum Allowable Cost Policy
Be
it resolved that the government in introducing the New Maximum
Allowable Cost Policy undertake to:
-
not
deny any individual medication that is medically necessary for their
treatment;
-
implement
a clear review mechanism for those individuals requesting exemptions
for more expensive drug products required for treatment and over the
benchmarked drug product;
-
any
review mechanism must be timely and transparent;
-
develop
a timely and transparent appeal mechanism.

Resolution
#8 2004 - 2005 Budget Review
Be
it resolved that the government ensure that the review announced
in the 2004/2005 budget or any review undertaken by government include
grassroots community clinics and health centres in the discussion and
evaluation process.
Be it
further resolved that the government look to replicating the primary
health care model and innovative service delivery activities that are
being developed by community clinics in Saskatchewan as part of the future
health system planning.
